Building youth capabilities in Abyan province to stop conflict as well as to promote peace and social ties



Summary of the project
      Conflicts in Yemen have effected badly on peace, security, and social ties of the society in general. In the southern provinces particularly conflict was as a result of the previous disputes among the political powers from one hand, on the other hand was a result of the current crisis.
     The category of young people 15-35 represent the largest segment in the Yemeni society as a young society, so most of these conflicts reflected on youth and it would affect on youth's present and future and it makes It one of motivation and a tool for the various conflicts.
     The initial suggestion for the region which the project would start working in is Abyan province in its first stage for many reasons, topped by the lack of security and stability in the province due to the consecutive conflicts which Abyan always have been witnessing among the political, tribal, and social combination inside Abyan, in addition to the terrorist militants, Ansar al-Sharia, another reason is the necessity of people in Abyan to the project to be carried out for the reasons we have mentioned above. Aden and Lahj provinces will be included in the second stage of the project.
     According to 2004 population statistics, Abyan province has a population of 4338 thousands, most of them at the age of 15-35, so we can summarize the problem of Abyan as the following;
1-difficul living situation and unemployment as well as the negative acknowledge sources which created an essential problem such as weakening the confidence among the youth group and the government, which strengthening the hatred towards Yemeni state and joining the terrorist militants.
2 - lack of awareness among young people in public issues such (human rights awareness - the concept of the state - constitutional awareness - the concepts of citizenship - civic awareness) which makes them vulnerable to exploitation and recruitment of political, tribal or sectarian.
3 - lack of life skills for youth (dialogue - acceptance of others - negotiation - tolerance - gaining crowd support - community-based entrepreneurship.
4 - lack of community youth leaders, (conscious reference).
5 - lack or weakness of the relationship among local leaders and youth, such as (poor listening from and to them).
6 - Absence the role of civil society organizations and the official institution, as well as the private sector by integration youth or young people in the economic and  productive process in order to improve working environment for them.
General Goal of the Project:
      Building bridges of mutual trust among young people and state institutions and local authorities, to reduce the violence and integration of young people with terrorist groups as well as to achieve calm and stability, in additional to providing an appropriate atmosphere to engage in the Comprehensive national dialogue in order to enable them to participate as effective political powers in shaping the future of the nation.
    To achieve the above-mentioned objectives, the project will accomplish that goals as the following;
¨ Creating a system for communication between the local authorities and youth throughout organizing the priority of issues to reach principles and standards which define the rights and duties between the institutions of power and youth.
¨ Raising the political awareness of youth issues and the rule of law and order
¨ Creating legislative or procedural frameworks grant big presence for youth in decision-making.
¨ Building participatory capacity for civil society organizations, local authorities, the private sector, and youth in dealing with their issues and realizing their aspirations for the future
¨ Building youth leaders that have leadership skills to be as a guide reference for other youth groups and to be also a powerful force work to enhance peace and the social ties.
Target Category:

First, persons (youth):
          The project will target youth at the ages of 15-35 as the following;
1 - Youth has been subjected to the risks of conflict integrated into violence.
2 - Youth, who are potential to be exposed to the risk, they are bearing the culture of violence but they are not integrated into violence.
3 - Youth, who are at risk, but they are not suffering economic and social problems, it may influence their behaviors and orientations, according to political attitudes of young people.
4 - Youth who are affiliated to political parties and other who are not.
5 - Youth who they are extreme in their religion, and moderate, and young religiously uncommitted
6 - Youth devote the traditional culture, which support the conflicts and other seek the civil state.
Second, the Institutions
1-Local Council
2-Offices and institutions of the local and central authority.
3- political parties, associations, organizations, and syndicates.
4-Private Sector
5- traditional leaders and community dignitaries.
    Finally, to ensure the success of the project,  we will use modern methods in managing the project, starting from the principles of management in terms of the targets, a strategic planning along with using the modern techniques in assessment, follow-up, and management. We will enter modern means of technology, such as Windows program, and Projector.
   All activities in the project will be carried out during specific timetables, and then determined the responsibilities, besides the ways to assess the level of success in each activity separately and then evaluate the success of each program of the project and the number of impact assessment reports at the end of each stage based on the integrity and transparency.
As a matter of fact, we trust in the capability of cadres that we would choose to carry out the Foundation's programs and activities, who most of them are specialists and professionals in those areas.
    To ensure sustainability of the project, our Foundation will gather the various segments, who will take benefit from the project through a ''Committee of the Beneficiaries or participants'' among youth themselves after acquiring capabilities and skills in which it would enable them the continuity in the project and setting plans that suit the new situation and then studying the impact of the project in order to warrant the success and long-term sustainability of the project.
